Goals & Objectives

Established in 2005, the Community Development Program (CDP) strengthens the capacity of low-income communities to improve their livelihoods and lift themselves out of poverty. The program promotes the protection of economic, social, and cultural rights while supporting inclusive, community-led development.


Program Impact

  • Uvurkhangai aimag authorities contributed 31 million MNT to the USG Community Development Fund.


  • Local authorities approved land requests, allocating 84.5 hectares of land to 225 USG members.

Strategic Goal (2015–2018)

To support cooperation among low-income people and strengthen their livelihoods by increasing participation in local development processes.


Objectives

1. Promote participation of low-income people and strengthen their knowledge and skills to claim economic, social, and cultural rights, including the right to development


2. Support cooperation and partnerships among stakeholders in poverty reduction and local development


3. Build the capacity of Union of Savings Groups (USG) and Community Development Funds at sub-national levels to support growth and expansion


4. Conduct awareness-raising campaigns on land conservation, environmental protection, and human rights


5. Strengthen resource mobilization and fundraising capacity

Program Results

  • Supported the establishment of 60+ savings groups with over 800 members across Ulaanbaatar and multiple provinces, including Uvurkhangai, Dornod, Khentii, Naran, Dariganga, and Sukhbaatar.


  • Facilitated the creation of the Union of Savings Groups (USG), which now operates its own Community Development Fund.


  • Improved livelihoods and living conditions for 13,851 people in 3,560 households through income-generating activities and community infrastructure.


  • Supported small enterprises such as animal sheds, wells, gardens, greenhouses, brickworks, waste-processing shops, bakeries, shoe and bag-making workshops, and household sanitation facilities.


  • Enabled access to 20 million MNT in high-interest loans for 119 savings group members to reduce reliance on pawnshops.


  • Strengthened the capacity of community members to engage with local governments and advocate for support.
