Our vision is a developed Mongolia where every individual fully enjoys the right to participation and development. Our mission is to protect every person’s right to participate and to promote the equal participation of all stakeholders in development processes.
The Centre for Human Rights and Development (CHRD) was established in 1998 by a group of human rights activists and lawyers. It is an independent, non-governmental, non-partisan, non-profit organization registered under Mongolian law on non-governmental organizations. CHRD works to protect the rights of vulnerable and marginalized groups, including low-income communities, herders affected by mining, small-scale artisanal miners, and victims of human trafficking.
CHRD implements three core programs; Human Rights Advocacy, Human Rights Protection, and Community-Based Development to promote and protect human rights in Mongolia. Within our three programs, we seek to strengthen national human rights protection mechanisms, improve the effectiveness of official development assistance, enhance the role of civil society organizations in development processes, and promote the effective use of international human rights mechanisms.
Through research, legal advocacy, public interest litigation, policy development, and community capacity building, CHRD strengthens national human rights mechanisms and supports vulnerable communities. Since 1998, CHRD has implemented over 70 projects. In addition, in 2011, CHRD established Mongolia’s first Public Interest Law Clinic to train young lawyers and provide free legal aid to low-income individuals.

During this strategic period, CHRD aims to strengthen the capacity of communities at the sub-national level to participate in local decision-making, monitor and evaluate implementation, and demand accountability. We work to enhance the organization and effectiveness of public participation in strengthening national and sub-national cooperation mechanisms on human rights, development, and environmental protection. This strategy is implemented through our three core programs, Human Rights Protection, Human Rights Advocacy, and Community Development, along with the work of our Public Interest Clinic.
